    Talking about Oscar would help do bigger things: A.R. Rahman - National News – News – MSN India - News

    Ahh, we're well past the halfway stage, at this point. Now it's time to dig into the really meaty awards: best film, actor, actress, director, etc. Where as previous years have dragged, this year's show is flying by.

    And we're back, to find the enormously talented, uproariously funny Eddy Murphy on-stage. He gives a classy introduction to film legend and comedy guru Jerry Lewis, who comes on briefly to accept the Jean Hersholt Humanitarian.

    And the winner is Slumdog Millionaire!??! Wah! Wah! The film is really and truly hitting a six in cinema's version of the World Cup. Chris Dickens brings it home (Best Film Editing), with a classy and gracious 'thank you'. In true stiff-upper-lip fashion he thanks his Indian hosts, his English friends and his own family. Classy, classy. Slumdog has won four awards!

    Another award presented by Will Smith? He might as well have been named co-host. The award is for Best Film Editing. Can Slumdog win another?

    And the Best Sound Mixing award goes to Slumdog Millionaire's Resul Pookutty. Amchi Mumbai, the movie is, and it captures the living, breathing pulse of India's most famous megacity, the city of Dreams! And now some genuine, authentic praise of 'Bombay', as he says. Who would have thought? Its sights and sounds are now centre-stage, having captured the world's heart!

    Smith is staying on and presenting the Best Sound Mixing award. He's owning the stage! Ahh, Slumdog now has a chance for redemption.

    Oh no! It's the first big letdown of the night! Slumdog has lost out to The Dark Knight for best sound editing. It's sad, of course, but one can see why it happened. The truck flip sequence and the countless explosions in The Dark Knight were too much for Slumdog and the sounds of Mumbai to overcome.

    Will Smith is flashing his trademark humour, even as he trips over the name of the category. It's a fun show tonight, no doubt. The Oscars are back in a big way.

    Now, another Slumdog Nominee category is up - Best Sound Editing.

    And the winner is The Curious Case of Benjamin Button, a film which is really cleaning up here tonight. Marvellous stuff, too, the work they did on this film.

    Now, Hollywood's sure-fire hit star, Will Smith is presenting the Academy Award for best Visual Effects.

    Smile Pinki! This is really and truly India's night, ladies and gentleman. Smile Pinki!, the story of a Uttar Pradesh village girl born with cleft lip, is the winner! Megan Mylan, the director, is very gracious in her acceptance speech. Pinki is actually on hand, with her parents. What a trip! From rural UP to the red carpet in LA; the world truly is shrinking. Now, will its big brother -- Slumdog Millionaire -- win a few more awards? Ahh, the suspense!

    And now the Best Documentary (Short). Smile Pinki, a film based in Benares, is up for the award. The winner is...

    And the winner is The Betrayal. One of the most important, but sometimes overlooked categories, this. Wow, and one of the guys from The Betrayal is balancing the Oscar on his chin! Madness! Isn't this fun?

    Bill Maher, of Religulous fame, is on-stage, cracking jokes 'bout religion. That's walking on egg shells, most certainly. Mr Maher is presenting the award for Best Documentary.

    Let's take a moment for Heath Ledger, only the second man to win an acting Oscar posthumously.

    The winner is Heath Ledger! Tears are in abundance in the audience, as Ledger's parents accept the Best Supporting Actor award and make a touching, poignant, powerful speech.

    And now one of the awards we've all been waiting for. It's Cuba Gooding Jr presenting the Best Supporting Actor award. And though there are many who believe that Robert Downey Jr should be tagged for his superb performance in Tropic Thunder, the odds on favourite is the late Heath Ledger, who positively sparkled as the Joker in the Dark Knight.

    As for the song, his partner is the inimitable Beyonce. It's a proper musical, with several songs, top-hats, sequined gowns. They've done it up and done it big. It's an homage to High School Musical, to Mamma Mia!, to musicals from years past. Great stuff.

    Another song and dance number, kicked off by the personable Jackman. There were many concerns over the Aussie's ability to handle the crowd, but he's been downright masterful. Perfect sense of humour, perfect sense of gravitas, and the perfect smile.

    Twitter is abuzz after the Stiller impersonation of Joaquin Phoenix. Absolute incineration, decimation and destruction, they're saying. A BBC correspondent is jokingly saying that Phoenix 'will never work in Hollywood again'.

    Now the Oscar for Best Live Action Short Film. And the winner is Spielzeugland (Toyland). The show is just flying along this year.

    Lots of clever features, diversions, extras. And the show is moving at quite a brisk pace, hopping from montage, to presentation, to humour skit. Now we have Seth Rogan and another stoner from Pineapple Express watching serious scenes from serious films and laughing at them. A funny piece.

    And the Oscar for Best Cinematography goes to: Slumdog Millionaire (Anthony Dod Mantle)! It's the year of the dog, Slumdog that is! Soon Mr AR Rahman should be getting in on all this Oscars fun…

    We're back. Looking beautiful in pink is Natalie Portman. She's positively sparkling. Alongside her is Ben Stiller, who channels Joaquin Phoenix's bizarre recent appearance on the David Letterman show. And now he's saying that Slumdog Millionaire being shot on a mobile phone. Good stuff, all around. They're presenting the award for best Cinematography.

    And the Oscar goes to The Curious Case of Benjamin Button! It was a tough battle, to overcome the crazed Joker's make-up from The Dark Knight. But ultimately, the ability to show Brad Pitt as anything but an incredibly handsome middle-aged man must be applauded! Number two for Benjamin Button.

    Another interesting presentation, for Best Make-Up. The utilisation of technology has been very impressive this year. It's like the Academy Awards has been thrust into the 21st century and beyond.

    And now for Best Costume Design. Which goes to The Duchess (Michael O'Connor). Congrats. How about Sarah Jessica's gown? It's downright nuptial. Looks like she's getting ready to redo her wedding vows! Hubby Matthew Broderick is on-hand, after all. He's got his eye on you, Danny Craig.

    And the Oscar goes to: The Curious Case of Benjamin Button! Ahh, you knew those 13 nominations weren't all for naught. But how many more will it win? And any at the expense of Slumdog. Only time will tell…

    Jackman is back, studly as ever. And now another hunk -- new Bond-man Daniel Craig -- is presenting alongside Sarah Jessica Parker of Sex in the City fame. They're presenting the Best Art Direction.

    The Academy should be proud of what they've accomplished here. Sagging ratings have prompted the new look, but they've maintained all the regalia of earlier years while adding a hip, intimate new flavour. Good show, guys.

    Now, the award for Best Animated Short Film. And the winner is La Maison en Petit Cubes.

    And he's right! Wall-E is the winner for Best Animated Film, which doesn't come as much of a surprise. Pixar is breathtakingly consistent, stunningly impressive year after year. They're the best in the business, no doubt!

    Jack Black and Jennifer Aniston are on-stage and looking incredible comfortable. Black with some trademark self-deprecating humour. They're here to present the Award for Best Animated Film, which will come down to Kung-Fu Panda and Wall-E. Ask Black who will win, and there's nary a pause: Wall-E.

    And Mr Vikas Swarup is indeed on hand. Not only is he the author of QnA (the book on which Slumdog is based), he's also India's deputy high commissoner to South Africa. Thank you, Mr Swarup, for this wonderful story!

    Vikas Swarup gets a gracious 'Thank You' from Simon, as does everyone involved with Slumdog. Good show, Simon. India even gets a mention!

    And the Oscar goes to Simon Beaufoy and Slumdog Millionaire. Pay attention, folks, because the rout is on! There's no stopping this Slumdog locomotive now..

    Now the duo are presenting Best Adapted Screenplay, for which Slumdog Millionaire is nominated. Ooh, a tough bunch, with both Frost/Nixon, The Reader and The Curious Case of Benjamin Button. This is a strange way to showcase the nominees, no? The real question is, however: can Simon Beaufoy bring it home??

    Ah, some classic Steve Martin humour, spiced with a bit of Tina Fey. The comedy duo is presenting the award for Best Original Screenplay. And the winner is Dustin Lance Black for Milk! A great, heart-felt speech, in which he mentions homosexual rights and his own struggles as a young gay man coming with a Mormon background.

    So far, the awards have been fabulous. Jackman's been the consummate host, the new look suits the ceremony, and the way they presented the Best Supporting Actress award was amazing!

    And the winner is: Penelope Cruz for Vicky Cristina Barcelona! Another classic Woody Allen character brought to life by Penelope in stunning fashion. A great, emotional acceptance speech. Wah! Not too short and not too long.

    Now five famous best supporting acress winners have come on-stage -- Whoopi Goldberg, Tilda Swinton and Goldie Hawn, Eva Marie Saint and Anjelica Huston. They say they are here to welcome a new actress into the sorority, then preview each of the nominated ladies.

    An interesting montage of acceptance speeches from years past. The new format of the show is definitely working. Instead of being gimmicky, it's actually quite effective. It seems friendlier and less stuffy. Jackman's carrying the day thus far.

    Here Jackman starts a song and dance number that previews the show, and names many of the year's films. First up? Slumdog Millionaire, why of course!

    And there's our host for the evening (well, morning here): Hugh Jackman! Yes, according to some publications, the world's sexiest man. He's also quite proficient as a host. He's already warming up the crowd with solid jokes and good delivery. And how about this new set-up? The Oscars have gotten a complete overhaul! They've ditched some of the maroons and velvets and golds and turned it in for a modern look. Not bad!

    BBC says that the child stars of the Slumdog Millionaire have been collecting autographs from the stars. Some of the hot names the kids are after? Daniel Craig, Anne Hathaway and Meryl Streep. Good taste, kids!

    Brangelina on the scene! She's in a regal black gown with her hair pulled back. Simply elegant! And Brad is Brad, wearing a tux and making the ladies swoon. She's been hailed for his work in Changeling and he for his work in The Curious Case of Benjamin Button. Talk about modern-day royalty…

    Dev is stylishly rocking a classy black tux, while Freida Pinto is wearing a royal blue gown with sequins. But, get this, only one sleeve! It's a pretty bold move, and the gown isn't 'classically' beautiful. She's getting away with it, however, because the Western press is bowled over by her remarkable beauty.

    Danny Boyle looks a little frumpy and a little frazzled. But, hey, that's his style! The guy's eccentric. Anil Kapoor is fabulously and impeccably manicured and primped.

    He looks great, but breaks into Bollywood-style dance every five minutes. Still, the Slumdog cast have acquitted themselves quite well. Jai Hind! Now, for those 10 Oscars nominations...

    The cast and crew of Slumdog Millionaire are on hand, with director Danny Boyle at the helm. It's a veritable platoon! Gracious responses from both Danny and Dev Patel. Nice going, guys. The Mumbaikar child actors are working the Hollywood paparazzi with decided ease.

    Jessica Biel looks lovely in her off-white gown with a big bow. Meanwhile, Beyonce? Not so much! What's she wearing? Kate Winslet in a one-shoulder steel gray and black beaded gown looks lovely. Mickey Rourke, the ultimate resurrection story, is looking cool and relaxed with a cowboy-esque white suit.

    Hello and welcome to the 81st Academy Awards! We're just getting underway, and all of Hollywood (and a little of Bollywood) is walking the Red Carpers. The big story of the night, of course, is Mumbai-based Slumdog Millionaire and its staggering ten Oscars nominations!

    Highlights of UPA's last Interim Budget2009

    Presenting the interim Budget for 2009-10 in Lok Sabha, acting Finance Minister Pranab Mukherjee claimed in Parliament on Monday that every effort has been made to fulfil promises made to the common man.

    Highlights of the Interim Budget 2009-10:

  • The Gross Domestic Product increased by 7.5 per cent, 9.5 per cent, 9.7 percent and 9 per cent in the first four years from fiscal year 2004-05 to 2007-08 recording a sustained growth of over 9 per cent for three consecutive years for the first time. The growth drivers for the period were agriculture, services, manufacturing along with trade and construction.
  • Fiscal deficit down from 4.5 per cent in 2003-04 to 2.7 per cent in 2007-08 and Revenue deficit from 3.6 per cent to 1.1 per cent in 2007-08.
  • The domestic investment rate as a proportion of GDP increased from 27.6 per cent in 2003-04 to 39 per cent in 2007-08. Gross Domestic savings rate shot up from 29.8 per cent to 37.7 per cent during this period.
  • The Gross capital formation in agriculture as a proportion of agriculture GDP increased from 11.1 per cent in 2003-04 to 14.2 per cent in 2007-08.
  • The tax to GDP ratio increased from 9.2 per cent in 2003-04 to 12.5 per cent in 2007-08.
  • Annual growth rate of agriculture rose to 3.7 per cent during 2003-04 to 2007-08. The foodgrain production recorded an increase of 10 million tonnes each year during this period and touched an all time high of 230 million tonnes in 2007-08.
  • While manufacturing sector recorded growth of 9.5 per cent per annum in the period 2004-05 to 2007-08, communication and construction sectors grew at the rate of 26 per cent and 13.5 per cent per annum, respectively.
  • Exports grew at an annual average growth rate of 26.4 per cent in US dollar terms in the period 2004-05 to 2007-08. Foreign trade increased from 23.7 per cent of GDP in 2003-04 to 35.5 per cent in 2007-08.

    Outlook For The Year 2008-09

  • Despite the global financial crisis which began in 2007 impacting most emerging market economies, 7.1 per cent rate of GDP growth in the current year makes India the second fastest growing economy in the world.
  • Fallout of global slowdown on Indian economy were countered with fiscal stimulus packages announced on December 7, 2008 and January 2, 2009 providing tax relief to boost demand and increasing expenditure on public projects.
  • Government accorded approval to 37 infrastructure projects worth Rs 70,000 crore from August, 2008 to January, 2009 alone.
  • Under PPP mode, 54 Central Sector infrastructure projects with a project cost of Rs 67,700 crore given in-principal or final approval and 23 projects amounting to Rs 27,900 crore approved for viability gap funding in 2008-09.
  • India Infrastructure Finance Company Ltd. (IIFCL) to refinance up to 60 per cent of commercial bank loans for PPP projects involving total investment of Rs 1,00,000 crore in infrastructure over the next eighteen months.
  • In addition to RBI taking number of monetary easing and liquidity enhancing measures such as reduction in cash reserve ratio, statutory liquidity ratio and key policy rates, Government has taken specific measures which include extension of export credit for labour intensive exports, improving pre and post shipment credit availability, additional allocations for refund of Terminal Excise Duty/CST and export incentive schemes besides removal of export duty and export ban on certain items. A Committee of Secretaries set up to address procedural problems faced by exporters.
  • Record US$ 32.4 billion FDI received in 2007-08 and notwithstanding financial uncertainty and slowdown, FDI inflows during April-November, 2008 were US$ 23.3 billion recording a growth of 45 per cent over the same period in 2007.
  • FRBM targets for the current year and for fiscal 2009-10 relaxed to provide much needed demand boost. However, medium term objective is to revert to fiscal consolidation at the earliest.

    Initiatives and Achievement

    Agriculture

  • Plan allocation for agriculture increased by 300 per cent from 2003-04 to 2008-09. Rashtriya Krishi Vikas Yojna launched in 2007-08 with an outlay of Rs 25,000 crore to increase growth rate of agriculture and allied sector to 4 per cent per annum during Eleventh Plan period.
  • Agriculture credit disbursement increased three times from Rs 87,000 crore in 2003-04 to about Rs 2,50,000 crore in 2007-08.
  • To strengthen short-term cooperative credit structure, revival package in 25 states involving financial assistance of about Rs 13,500 crore is being implemented.
  • Interest subvention to be continued in 2009-10 to ensure that farmers get short term crop loans upto Rs 3 lakh at 7 per cent per annum.
  • The Agricultural Debt Waiver and Debt Relief Scheme, 2008 was implemented by June 30, 2008 as scheduled. Debt waiver/debt relief amounting to Rs 65,300 crore covers 3.6 crore farmers.
  • Despite higher procurement cost and higher international prices during the last 5 years, the central issue prices under Targeted Public Distribution System (TPDS) maintained at July, 2000 level in case of Below Poverty Line (BPL) and Antyodaya Anna Yojana (AAY) categories and at July, 2002 levels for Above Poverty Line (APL) category.
  • Minimum Support Price (MSP) for common variety of paddy increased from Rs 550 per quintal in 2003-04 to Rs 900 per quintal for the crop year 2008-09. In case of wheat, increase was from Rs 630 per quintal in 2003-04 to Rs 1080 per quintal for the year 2009. Rural Development
  • The corpus of Rural Infrastructure Development Fund (RIDF) increased from Rs.5,500 crore in 2003-04 to Rs 14,000 crore for the year 2008-09. A separate window for rural roads created with a corpus of Rs 4,000 crore for each of the last three years.
  • As against 60 lakh houses to be constructed under Indira Awaas Yojana by 2008-09, 60 lakh twelve thousand houses constructed between 2005-06 to December, 2008.
  • Panchayat Empowerment and Accountability Scheme (PEAIS) proposed to be expanded.
  • 'Project Arrow' to provide new technology enabled services through post offices to common man and support effective implementation of social sector schemes like NREGS, while promoting financial inclusion.

    Education

  • Major initiatives including a new Centrally Sponsored Scheme launched to universalize education at secondary stage in the year 2008-09.
  • Outlay on Higher Education increased 9 fold in the Eleventh Five Year Plan. Ordinance promulgated for establishing 15 Central Universities. In addition to 6 new Indian Institutes of Technology (IITs) in Bihar, Andhra Pradesh, Rajasthan, Orissa, Punjab and Gujrat which started functioning in 2008-09, two more IITs in Madhya Pradesh and Himachal Pradesh are expected to commence their academic session in 2009-10. 5 Indian Institute of Science Education and Research (IISER) announced earlier have become functional. 2 new schools of Planning and Architecture at Vijayawada and Bhopal have started functioning. Teaching is expected to commence from academic year 2009-10 in four out of six new Indian Institute of Management proposed for the Eleventh Plan in Haryana, Rajasthan, Jharkhand and Tamil Nadu.
  • Due to revision in Educational Loan Scheme by the Government number of beneficiaries increased from 3.19 lakh to 14.09 lakh and amount of loan outstanding increased from Rs 4,500 crore as on March, 31, 2004 to Rs 24,260 crore as on September 30, 2008.
  • 500 ITIs upgraded into centers of excellence. National Skill Development Corporation created in July, 2008 with initial corpus of Rs 1,000 crore.

    Social Sector

  • Authorised capital of National Safai Karamchari Finance and Development Corporation (NSKFDC) is being raised from Rs 200 crore to Rs 300 crore.
  • Scope of the pre-metric scholarship for children of those engaged in unclean occupations expanded and rates of scholarship doubled in 2008-09. Annual ad-hoc grant increased by about 50 per cent as compared to earlier rates.
  • Rashtriya Mahila Kosh to be strengthened by enhancing its authorized capital.
  • 'Priyadarsini Project' a rural women's employment and livelihood programme will be implemented as pilot in the district of Madhubani and Sitamarhi in Bihar and Shravasti, Bahraich, Rai Bareli and Sultanpur in Uttar Pradesh.
  • 146 lakh persons benefited under Indira Gandhi National Old Age Pension Scheme in the current financial year.
  • Two new schemes � 'Indira Gandhi National Widow Pension Scheme' to provide pension of Rs 200 to widows between age groups of 40-64 years and 'Indira Gandhi National Disability Pension Scheme' to provide pension for severely disabled persons.
  • Widows in the age group of 18-40 years to be given priority in admission to ITIs, Women ITIs and National/Regional ITIs for women. Government to bear cost of their training and provide stipend of Rs 500 per month.
  • 22 States and Union Territories initiated process to implement Rashtriya Swasthya Bima Yojana for BPL familities in the unorganised sector and 60 lakh thirty two thousand persons covered for death and disability under 'Aam Admni' Bima Yojana (AABY). Public Sector Enterprises
  • Turnover of Central Public Sector Enterprises increased from Rs 5,87,000 crore in 2003-04 to Rs 10,81,000 crore in 2007-08 and profits grew from Rs 53,000 crore to Rs 91,000 crore. While number of loss making enterprises came down from 73 in 2003-04 to 55 in 2007-08, number of profit making enterprises has gone up from 143 to 158 during the same period.
  • Government approved implementation of Guidelines on Corporate Governance in Central Public Sector Enterprises (CPSEs) in June, 2007.
  • Corpus of National Investment Fund created out of disinvestment proceeds from Central PSUs stood at Rs 1,815 crore as on December 31, 2008.

    Financial Sector Reforms

  • NPAs of Public Sector Banks declined from 7.8 per cent on March 31, 2004 to 2.3 per cent on March 31, 2008.
  • As a result of initiating process of amalgamation and recapitalization of Regional Rural Banks (RRBs) with negative net worth, 196 RRBs merged into 85 RRBs. The Government has contributed Rs 652 crore for capitalization of RRBs upto December 31, 2008.
  • Number of reforms undertaken in the last four years to deepen and widen the securities markets and strengthen the regulatory mechanisms for these markets.
  • The Companies Bill, 2008, undertaking comprehensive revision of Companies Act, 1956 to enable adoption of internationally accepted best practices, has been introduced in the Parliament.

    Tax Effort

  • Comprehensive reforms of tax system both direct and the indirect tax system have enabled the tax administration to enhance its functional efficiency and provide better tax payer services leading to increased compliance. Rates of Union Excise Duties and Service Tax rationalized for eventual shift to the Goods and Service Tax on 1st April, 2010.
  • 109 marine vessels sanctioned for the Customs Department to prevent movements of contraband goods across the country's sea borders.

    Administrative Reforms

  • The enactment of the Right to Information Act at the Centre and in many States ushering in greater accountability of the public servants.
  • Recommendations of the Sixth Central Pay Commission approved by the Government has benefited over 45 lakh Central Government employees including Defence Forces and Para-Military forces and over 38 lakh pensioners.

    Revised Estimates

  • The total expenditure at Rs 7,50,884 crore in B.E. 2008-09 revised to Rs 9,00,953 crore in R.E. 2008-09 showing an increase of Rs 1,50,069 crore.
  • Plan Expenditure gone up from Rs 2,43,386 crore in B.E. 2008-09 to Rs 2,82,957 crore in R.E. 2008-09.
  • Non-Plan expenditure increased by Rs 1,10,498 crore in R.E. 2008-09 over B.E. 2008-09.
  • Revised Estimate 2008-09 for Non-Tax Revenues increased from Rs 95,785 crore in Budget Estimate 2008-09 to Rs 96,203 crore.
  • Revised Estimates of gross tax collection projected at Rs 6,27,949 crore as against B.E. 2008-09 of Rs 6,87,715 crore, primarily due to pro-active fiscal measures initiated to counter the impact of global slowdown on the Indian economy.
  • Revised Revenue deficit to be at Rs 2,41,273 crore (4.4 per cent of GDP) as against budgeted figure of Rs 55,184 crore (1 per cent of GDP).
  • Fiscal deficit to go up from Rs 1,33,287 crore (2.5 per cent of GDP) in B.E. 2008-09 to Rs 3,26,515 crore (6 per cent of GDP).

    Budget Estimates

  • Total expenditure for fiscal 2009-10 estimated at Rs 9,53,231 crore. Plan expenditure estimated at Rs 2,85,149 crore and Non-Plan expenditure at Rs 6,68,082 crore.
  • Budgetary support in Plan B.E. 2009-10 in comparison to B.E. 2008-09 increased for Department of Rural Development, Department of Road Transport & Highways, Railways, Ministry of Power, Department of Industrial Policy and Promotion and Department of Information Technology to meet the requirements of rural and infrastructure development along with higher allocation for Ministry of Youth Affairs & Sports and Ministry of Culture to ensure adequate resources for hosting of the Commonwealth Games. Allocations to flagship programme which directly impact 'Aam Aadmi' fully protected.
  • Rs.30,100 crore allocated for National Rural Employment Guarantee Scheme for the year 2009-10. In 2008-09 employment of 138.76 crore person days covering 3.51 crore household already generated.
  • About 98 per cent habitations covered by primary schools under Sarva Shiksha Abhiyan. Allocation for this programme increased by 571 per cent between 2003-04 and 2008-09. Allocation of Rs 13,100 crore proposed for 2009-10.
  • Rs 8,000 crore allocated for Mid-day Meals Scheme for the year 2009-10.
  • Allocation of Rs 6,705 crore proposed for Integrated Child Development Scheme (ICDS) for the year 2009-10. New WHO child growth standards adopted for monitoring growth of children under ICDS.
  • 386 projects amounting to Rs 39,000 crore sanctioned till December 31, 2008 under Jawaharlal Nehru National Urban Renewal Mission (JNNURM). Allocation of Rs.11,842 crore proposed for the year 2009-10.

    Pakistan admits links to Mumbai terror attacks

    Pakistan admitted Thursday for the first time that 'a part of the conspiracy' related to the Mumbai terror attacks was planned on its soil and that it had arrested six suspects.

    But Interior Minister Rehman Malik insisted at a news conference here that the terrorists, who slaughtered some 170 people in Mumbai in November and who India says were Pakistanis, were 'non-state actors'.

    Stressing that the Pakistani state had nothing to do with the Mumbai killings, he said: 'This is an individual act, act of individuals or non-state actors. Their purpose is to create terror for their own motives. These motives need to be determined. Both India and Pakistan need to work it out.'

    'A part of the conspiracy has been done in Pakistan,' the minister admitted, adding that a first information report (FIR) was registered in Islamabad Thursday.

    'The alleged mastermind has been located and is under investigation,' he said. He added that a total of six men had been arrested in Pakistan for their links with the Mumbai massacre.

    Any Pakistani who directs, conspires or does an act of terrorism abroad would deemed to have committed the acts in Pakistan, he stated.

    Pakistani had initially sought to deny any links with the 10 terrorists who sailed to Mumbai by sea from Pakistan Nov 26 and then went on a horrific killing spree that lasted three days.

    Nine of the terrorists were killed and one, Ajmal Amir Kasab, was captured. India said the terrorists were linked to the Pakistan-based Lashkar-e-Taiba (LeT), which has reportedly had close links with the Pakistani intelligence.

    'Our leadership is fully concerned and serious in bringing all the culprits to justice,' Malik said. 'We are serious… We mean business. We have to bring these terrorists to justice.'

    He said Pakistan had gone the extra mile to prove its 'sincerity, commitment against this act of terrorism'. He added: 'I would like to assure the government of India, the people of India, we are with you.'

    According to Malik, Pakistani investigators worked 'day and night' and transformed information provided by India into credible leads to identify the conspirators in Pakistan who were linked to the Mumbai savagery whose victims included 26 foreigners.

    He said three men facilitated 'the acts of terrorism in Mumbai' and helped the terrorists, including Kasab, to reach the Indian city from the southern port city of Karachi.

    The minister said the investigators had traced the owner of the shop that sold one of the rubber boats in which the terrorists sailed to Mumbai as well as its engine.

    The shopkeeper provided the investigators a telephone number that led to more suspects as well as 'hideouts of terrorists in Karachi', he disclosed.

    A total of three boats used in the journey to Mumbai from Karachi had been identified.

    'We have located those locations which were used by the terrorists (to train) before launching themselves,' he said. 'Some of the accused have given us the full run down.'

    All these 'have given us a complete picture. Obviously these accounts lead to the (terrorist) leadership also', Malik asserted.

    The minister, however, said Pakistan desired more information from India. He said a set of 30 questions had been sent to New Delhi through its envoy in Islamabad.

    These included fingerprints of all the dead terrorists and also better pictures of the men who were killed by Indian commandos.

    In one case, he pointed out, India had identified a dead terrorist as 'Ali from Sialkot'. This, he said, amounted to identifying a person as 'John from New York' or 'Sharma from Delhi'.

    'We are requesting this information. We have a joint responsibility. We need some help, we need more evidence.'

    First verdict in Nithari killings today

    A special CBI court will pronounce the first verdict in the Nithari killings case today.

    The judgement would come more than two years after body parts of 19 children and young women, who had been sexually abused and mutilated, were found from a drain in Noida.

    Businessman Moninder Singh Pander and his domestic help Surendra Koli have been accused in the sensational Nithari killings. of killing and disposing off the bodies of 19 children and a young woman between 2005 and 2006.

    A special CBI court in Ghaziabad wound up proceedings last month in the murder of 14-year-old Rimpa Haldar, who along with the 18 other victims lived in Nithari village near the bungalow of businessman Moninder Singh Pandher. The court is now ready to deliver its verdict.

    Their skeletal remains were found outside in a drain next to Pander's house. A special court will deliver its first verdict in the case today. Autorickshaw driver Anil Halder, father of Rimpa Halder, is among those who have been waiting for this day of justice.

    According to the CBI chargesheet filed on May 2007, Halder was allegedly raped and murdered about four years ago by Pandher's domestic help Surender Koli at bungalow number D-5 , Sector 31, Noida.

    Halder was allegedly strangled and then cut to pieces by Koli. The chargesheet further states that Koli was suffering from necrophilia (urge to have sex with a corpse) and necrophagia (urge to eat the flesh of a body).

    With the Samajwadi Party refusing to reveal its mind on the Indo-U.S. nuclear deal till July 3, other constituents of the United National Progressive Alliance (UNPA) are busy trying to assess the emerging situation in a bid to draw their respective party lines.

    Particularly busy on Tuesday was the Telugu Desam Party (TDP) with senior leader K. Yerrannaidu meeting Communist Party of India (Marxist) general secretary Prakash Karat, UNPA constituent and Indian National Lok Dal leader Om Prakash Chauthala.

    After meeting Mr. Chauthala and Mr. Karat, the TDP leader told The Hindu that he was just trying to take stock of the developments ahead of Thursday’s meeting. “Instead of going by what is being said in the media, we want to make sure for ourselves the respective party positions on the issue.”

    As for the possibility of the UNPA arrangement getting unstuck should the Samajwadi Party decide to go with the Congress on the nuclear deal, Mr. Yerrannaidu refused to speculate on such an eventuality at this juncture.

    Earlier in the day, the Samajwadi Party leadership continued to speak about the Congress with the guarded tone and tenor it has adopted since its position on the deal became crucial to keeping the United Progressive Alliance government alive.

    Asked whether the party continued to consider the Congress as beyond the pale, the former Uttar Pradesh Chief Minister Mulayam Singh said: “In politics, we can have differences but any party can be an ally.”

    About Uttar Pradesh Chief Minister Mayawati’s charge that the Samajwadi Party was planning to align with a party (Congress) that wanted to do business with a country (the U.S.) which had Muslim blood on its hands, SP general secretary Amar Singh said it was unfortunate that attempts are being made to communalise the issue.

    Also, the Samajwadi Party sought to point out that Ms. Mayawati had been supportive of Gujarat Chief Minister Narendra Modi after the 2002 carnage.

    Railway Minister Lalu Prasad met Congress president Sonia Gandhi. Confident that the Samajwadi Party would support the deal, he told reporters that both the government and the nuclear deal would survive.

    Now or Never--Indo-US Nuclear Deal

    The Congress-led UPA government seems all set to sign a nuclear cooperation agreement with the United States despite continuing opposition from the Left.

    While both prime minister Manmohan Singh and Congress president Sonia Gandhi have been asserting their views in favour of the Indo-US nuclear deal over the last few days, RJD leader Lalu Prasad Yadav also today voiced support for the nuclear deal.

    Meanwhile, an important UPA-Left meeting on the issue has been called of Wednesday citing external affairs minister Pranab Mukherjee's preoccupation with the visiting Syrian President Assad.

    These point towards the government's resolve to go ahead with the controversial deal despite the Left opposition.

    Prime minister Manmohan Singh said a formal deal with the US will open up new possibilities of cooperation with major nuclear powers like Russia and France. The PM also said his government aimed to create an international environment suited for promoting peaceful use of nuclear technology.

    Congress president Sonia Gandhi and external affairs minister Pranab Mukerjee also underlined the need for promoting nuclear co-operation with other countries to serve India's rising energy requirements.

    The statements seem to be an orchestrated effort with the definite agenda of going ahead with the Indo-US agreement.

    While UPA partners like Sharad Pawar and Lalu Prasad Yadav were earlier against a nuclear deal with the US, they too seems to have veered round to the view that there is no alternative other than signing the deal for ending the country's nuclear apartheid.

    Now that the general elections are nearing, the Left may also have to fall in line to avoid a political isolation. They may either keep quiet or not oppose the deal in a very vocal manner.

    Marxist leader Prakash Karat yesterday warned the UPA government of make-or-break discussions, putting ice on the Congress party's renewed efforts to push through the deal.

    Marxist leader Sitaram Yechury, meanwhile, said the UPA-Left meeting would consider any proposal by the government though his party was opposed to "signing the IAEA accord."

    "Our objection is not with the IAEA. Our objection is with the India-US deal which, according to us, is very deeply anchored" in American domestic law that will impact India's strategic nuclear programme.

    The postponement of the UPA-Left coordination committee meeting, scheduled for Wednesday, seems to be a prelude to the two sides preparing for a parting of ways.

    ''The government should not proceed to seek approval of the text of the India specific safeguards agreement from the Board of Governors of the International Atomic Energy Agency,'' a statement signed by Prakash Karat (CPI-M), AB Bardhan (CPI), Debabrata Biswas (Forward Bloc), and T J Chandrachoodan (RSP) said.

    ''The text of the `draft of the safeguards agreement' has not been made available to the committee. As far as the Left parties are concerned, they have not been able to form any opinion on the text of the safeguards agreement,'' they noted.

    However, according to a senior prime ministerial aide, the Left had never formally asked that it be shown the ''frozen text.''

    If the Left opts to withdraw support to the minority government the the government falls, a November-December 2008 general election is almost guaranteed.

    The CBI on Tuesday claimed Krishna, compounder of dentist Rajesh Talwar, had given a "confessional statement" before it even as a forensic examination of the machete seized from his residence last week was being conducted to ascertain whether the weapon was used in the Noida double murder case.

    Talking to reporters at it headquarters here, CBI Joint Director Arun Kumar, who is investigating the case, said Krishna's confessional statement had been recorded under Section 161 of CrPC (confession before a police official) but refused to divulge as to what he had owned up -- either being the killer or part of the conspiracy to kill 14-year-old Aarushi.

    The confessional statement is a part of investigation and moresover the statement before police was not admissible in the court of law, Kumar said. The statement is a part of the CBI's case diary that was submitted in the designated court of Sapna Mishra in Ghaziabad.

    Kumar said the 'khukri' (machete) was seized from the residence of Krishna, who has been remanded to six more days in CBI custody by a court in Ghaziabad on Tuesday. "Forensic experts are examining whether the khukri was used in the murders," Kumar said.

    A CBI team, accompanied by forensic experts, on Tuesday thoroughly searched the room where Rajkumar, domestic help of Talwar's colleague Anita Durrani, used to live in Sector 53 in Noida, he said. The earlier seizures made from his room were being forensically examined, Kumar said.     The talks between the Rajasthan government and Gujjars agitating for Scheduled Tribe status could not be resumed here on Wednesday as no agreement could be reached on the conditions set by their leader Kirori Singh Bainsla. The first round was held at Bayana on Monday.

    In contrast to the hectic activities on Tuesday, when spiritual leader Sri Sri Ravi Shankar visited the protesters blocking the Delhi-Mumbai rail route at Bayana in Bharatpur to appeal for a peaceful settlement to the contentious issue, the day remained almost eventless with Gujjar leaders trying to secure bail for those arrested. And the government seemed to be working to meet the conditions set by the Gujjars — the release of the arrested protesters and withdrawal of murder charges against some of them.

    Hectic confabulations

    “It will take at least another day for the talks to resume,” Omprakash Mathur, State president of the ruling Bharatiya Janata Party said. The Ministers and party MLAs from the community called on Mr. Mathur to discuss the situation. Central BJP leaders Gopinath Munde and Prakash Javadekar are still camping in the capital. “We are in touch with the Gujjar leaders,” S.N. Thanvi, Principal Secretary, who is in Bayana, said.

    Bail applications

    Meanshile, the bail applications, moved on behalf of 25 women arrested in Bandikui for blocking the Delhi-Jaipur rail route, before the Additional Chief Judicial Magistrate were rejected as the issue was beyond the jurisdiction of the court. Now the applications are likely to be presented on Thursday before the Additional District Judge, Dausa.

    The bail applications of 15 persons arrested from the Sawai Man Singh Hospital here while they were undergoing treatment for injuries and five others would be taken up at Bharatpur. Indications are that the government will not contest the grant of bail, though the charges registered against them include Section 302 (murder) of the Indian Penal Code. According to official information, 285 people have been arrested so far in the State in connection with the 20-day agitation.

    Rail traffic improves

    Even as the Delhi-Mumbai route continued to be blocked by the protesters, there was improvement in rail traffic elsewhere in the State as the Jaipur-Agra route reopened. Railway authorities said the Howrah Express, Gwalior Express, the Jodpur-Varanasi Express and the Jaipur-Sialda Express would run on the route from Thursday.

    54th National Film Awards.

    The 54th National Film Awards for the year 2006 were announced on Tuesday at Sashtri Bhavan in New Delhi.

    Priyanandan's Malayalam film Pulijanmam, which stars Murali, bagged the award for the Best Film while Bollywood director Rajkumar Hirani's Lage Raho Munnabhai was adjudged the Best Popular Film providing wholesome entertainment.

    Director Madhur Bhandarkar won the Best Director award for his film Traffic Signal.

    Best Hindi Film went to debutant director Dibakar Bannerjee’s hit film Khosla Ka Ghosla.

    Tamil actress Priyamani won the Best Actress award for her performance in Ameer Sulthan's Paruthiveeran and Bengali actor Soumitra Chatterjee, who declined the Special Jury award in 2001 following a controversy about a partisan jury, won the Best Actor award for his role in Suman Ghosh's Podokkhep.

    Soon after the awards ceremony, jury member and filmmaker Rahul Dholakia spoke to me over phone (on behalf of Star News © ) about the many controversies that have been plaguing the National Film Awards.

    "There are always some favourites, but the majority has ensured that no agenda is pushed through. I am very happy that the lines between art cinema and commercial cinema has blurred and we are talking about good and bad cinema," he said.

    LAST WEEK, the Senate considered a bipartisan global warming bill - the closest such a far-reaching measure has ever come to passage. Although the bill failed in the end, over half of the Senate supported action on climate change.

     

    The next Congress and administration will have a historic opportunity to build on this momentum and deliver the American people a comprehensive program to reduce greenhouse gases. The voters this fall must decide an important question: Who is the best candidate to make that happen?

    Following Senator John McCain's May 12 speech on global warming, many hastily praised the Republican presidential candidate for breaking ranks with President Bush and his own party's orthodoxy by calling for mandatory greenhouse gas reductions. But we should not be so quick to give McCain kudos. While McCain represents an improvement over eight long years of denial and inaction by the Bush administration, being better than the current president is not good enough. In fact, McCain's record and recent proposals raise real questions about his commitment to the bold measures we need to combat global warming.

    If McCain's version of straight talk on the environment means missing key votes for clean low-carbon energy, then we have a lot to worry about. Twice, in December and February, when the Senate failed by one vote to extend key production tax incentives for wind and solar power, McCain not only didn't vote but said subsequently he would have opposed these measures. Senator Barack Obama, the Democratic presidential candidate, voted for them.

    While many agree that a "cap and trade" program is probably the best mechanism to achieve the necessary reductions in greenhouse gases, McCain's "cap and trade" proposal comes up notably short. Take, for example, the issue of allocation of allowances to emit greenhouse gases. McCain would initially distribute all of the allowances free of charge to emitters, which the experts agree would likely mean a windfall to these polluters. McCain would have Congress punt to an unelected commission to make a decision - somewhere down the road - on when and in what amounts allowances might be auctioned. Obama advocates a 100 percent auction of allowances from the start. He would use the revenues generated by the auction to help consumers meet energy costs and promote clean technologies.

    McCain would also allow polluters to meet all of their obligations by buying emission reductions, or "offsets," from other sectors of the economy or from outside the United States. By opening the door to unlimited offsets, McCain's approach would invite polluters to take credit for alleged reductions that cannot be verified and allow the highest emitting sources to continue operating dirty facilities indefinitely. Obama would limit the use of offsets and would direct EPA to examine rigorously any offsets used.

    In addition to a strong cap and trade program, other tools will be required to achieve a serious reduction in greenhouse gas emissions. Once again McCain's positions come up short. His global warming plan specifically rejects tighter building standards for energy-efficient homes as burdensome regulation. But then, McCain has repeatedly voted against national renewable electricity standards similar to the standards already adopted in nearly half of the states. By contrast, Obama has made ambitious proposals to boost development and deployment of new efficiency and renewable energy technologies.

    While McCain told the online publication Grist last October, "I'm not one who believes that we need to subsidize things," he has long been fixated on subsidizing nuclear plant construction - which already receives substantial federal support. One of the reasons he gave for opposing the recent Senate climate change bill was the absence of sufficient nuclear incentives.

    The world's leading climate scientists are absolutely clear climate change is real and the time for action is now. Barack Obama has made bold and comprehensive proposals that will deliver the deep emission reductions scientists say are essential. Although McCain once introduced legislation, his current positions on energy, renewables and a cap and trade program are simply outdated; they have not kept pace with the times.

    Speaking in Washington to representatives of almost ninety nations about the dangers of the proliferation of weapons of mass destruction, their delivery systems, and related equipment, U.S. National Security Advisor Stephen Hadley said that Iran poses a great proliferation risk:

    "Iran is a particular worry since it is both a potential proliferator and an active state sponsor of terror, and thus a potential route of WMD [weapons of mass destruction] for terrorist groups."

    The position of the United States and many other nations concerning Iran is clear, said Mr. Hadley:

    "We will not betray future generations by allowing Iran to have a nuclear weapon."

    To make good on that promise, the United States, along with many international partners, will continue to turn up pressure on the Iranian regime, in order to compel Iran to comply with its international nuclear obligations. That pressure, Mr. Hadley said, will include diplomatic isolation, implementation of United Nations sanctions, and additional financial measures:

    "At the same time, we will continue to open the door for a negotiated solution that offers Iran economic, political, and security benefits, if [it] will only give up its nuclear weapons ambitions."

    No one argues that Iran should not have a peaceful nuclear energy program, said National Security Advisor Hadley. But that program does not require indigenous enrichment-related, reprocessing, and heavy water-related capabilities that give rise to proliferation risks.

    "To walk through the door of negotiation, Iran must first verifiably suspend its uranium enrichment program," he said:

    "We cannot allow the Iranian regime to use negotiations to stall for time, to hedge its bets, and keep open an indigenous route to a nuclear weapon."

    If there is one thing nations can agree on, said U.S. National Security Advisor Hadley, is that "a nuclear-armed Iran would be disastrous for the peace of the Middle East and the world."

     

    Iran has not been forthcoming in addressing the serious concerns raised by the International Atomic Energy Agency, or I-A-E-A, regarding a possible military dimension to its nuclear program, according to the I-A-E-A’s latest report.

    The IAEA first raised its concerns on Iranian weaponization-related work and documentation in late 2005. Since December 2007, the IAEA has sharpened its focus on securing answers to its questions in this regard.

    The latest I-A-E-A report said, "Iran has not provided the agency with all the information, access to documents and access to individuals necessary to support Iran's statements" that its activities are purely peaceful in intent. "Iran may have additional information, in particular, on high explosives testing and missile-related activities which ... Iran should share with the agency." These remain matters of "serious concern," said the I-A-E-A. "Clarification of these is critical to an assessment of the nature of Iran's past and present nuclear program."

    The report also notes that the Iranian government continues to defy United Nations Security Council demands that it suspend uranium enrichment and heavy-water related activities, and that it refused requests by I-A-E-A inspectors to visit several Iranian nuclear-related sites.

    U.S. State Department spokesman Sean McCormack said that the I-A-E-A’s latest report shows that Iran has been "willfully non-cooperative":

    "The Iranians are ... willfully withholding information about their activities related to potential weaponization. There are a number of different questions out there about the military’s involvement in this nuclear program, about Iran’s efforts to fabricate hemispheres of uranium. And I’m not sure -- other than for a weapon -- why you would do that."

    Gregory Schulte, U.S. representative to the IAEA, said the new report details how much Iran has to explain about its nuclear program, "and how little it has." Mr. Schulte said the latest report is a "direct rebuttal" to claims by the Iranian regime that it has answered all questions about its nuclear program

    As Hillary Clinton prepared to throw her weight behind presumptive Democratic nominee Barrack Obama, a new poll suggested that she could make the difference in a neck-and-neck presidential race with Republican John McCain.

    A CNN/Opinion Research Corporation poll, the first conducted entirely after Obama clinched the party nomination Tuesday, shows he leads McCain 49 percent to 46 percent among registered voters-a statistical tie, given the question's 3-point margin of error.

    But the former first lady, who is expected to 'strongly support' Obama's presidential campaign during an event at noon Saturday, could add about 3 percentage points to an Obama-Clinton 'dream ticket', the poll indicated.

    Democratic voters appear to like an Obama-Clinton ticket, it suggested noting that over half of them, 54 percent, would support a joint ticket, but 43 percent would oppose it. A hypothetical Obama-Clinton ticket would currently get 52 percent of the vote, compared with 46 percent for a hypothetical McCain ticket with former Governor of Massachusetts Mitt Romney.

    But if Clinton is not on the ticket, 60 percent of her Democratic supporters said they would vote for Obama, 17 percent would vote for McCain, and 22 percent would stay at home in November and not vote for anyone.

    'That's just one estimate of the 'Clinton factor,' ' said CNN polling director Keating Holland, 'and it may not be an accurate predictor since it piles several hypotheticals on top of each other and asks people to guess their state of mind five months from now.

    'Nonetheless, it does indicate that unmotivated Clinton supporters may be a bigger risk to Obama than defections from the Clinton camp to McCain.'

    Thus whether Hillary Clinton can begin to unite the Democrats after a bitter and divisive primary season that stretched over nearly 18 months and 57 contests may be crucial to the party's success in the November presidential election.

    Obama and his former rival discussed how to begin unifying the party during a meeting Thursday night in the Washington home of California Senator Dianne Feinstein shortly after Clinton disavowed a campaign by her supporters to make her his vice presidential mate.

    Former presidential adviser David Gergen said the meeting may have helped relieve some of the tension that has arisen between the two parties since Tuesday night, noting that there was 'some awkwardness about how each of them was handling this.'

    'I think that was very wise of her, after talking to a variety of people, to recognise what she did on Tuesday night and the way her supporters have been trying to pressure him is backfiring.'

    The Clinton camp had made it widely known that she would accept the No. 2 slot if it was offered, but the push by her supporters was viewed as putting undue pressure on Obama to pick his former rival.

    Obama said Thursday that 'everybody needs to settle down' and let the vetting process run its course.

    'It's important that this be done in a careful, methodical way. We're not going to be rushed into making any pick, whomever that might be,' Obama's communications director, Robert Gibbs, told MSNBC.

    The extent of Clinton's endorsement will be crucial to the Obama camp as she gained more than 17 million voters during the Democratic battle, and Obama will need many of those to defeat Republican McCain in November.

    As Donna Brazile, a member of the Democratic National Committee, said it was important after the hard-fought primary season that Obama and Clinton work to promote reconciliation. 'There's a lot of healing to be done,' she told CNN.

    '[Obama] wants to do everything possible to ensure Clinton, her supporters, her donors, the voters who went to the polls to cast their ballots, that he will champion their cause, he will fight for their issues, and, of course, he will earn their support,' Brazile said.
